Sweden has officially challenged France's proposed ban on nicotine pouches. While some EU governments are moving to restrict tobacco-free nicotine products, Sweden is pushing back on scientific and trade grounds.

France notified the EU about plans to ban all nicotine pouches, even though they contain no tobacco. Sweden responded with an official protest, arguing that the ban lacks scientific support, is disproportionate, and violates EU trade rules.

What are nicotine pouches?
Nicotine pouches are small, tobacco-free pouches placed under the upper lip. They contain a nicotine and plant-fibre blend with flavourings, and no tobacco leaf. Because they sit outside the tobacco category, countries are regulating them in very different ways, which is exactly what the France dispute is about. They are adult products and are not risk-free.
Why this matters
If France succeeds, other countries may follow.
